ABSTRACT
Findings: The participation of the public in the processes of placing projects in the space is extremely important (TES 6, MBO, HE, DV...). Opposition to the project is often a consequence of the inappropriate involvement of the public in the preparation of the project.
Slovenian high-energy transit electric transmission network Problematic standards of DPN when placing VD in space. In Slovenia, the criteria for placement of VD in space are based on:
- advantages of upgrading more than 40 years old routes,
- selection of the shortest routes,
- a selection of the economically most expensive variants.
Result: The selection of existing more populated routes instead of the search for optimal variants, disregarding the opinions of affected individuals and local communities and the professional public caused the creation of Civil Initiatives on all construction routes.

The position of ELES: We agree that nature should not be more important than the lives and health of people. However, in a specific example, a possible scenario is that the impact on nature will be assessed as significant (grade D) in the Environmental Report. In this example, the 3rd paragraph of Article 24 of the ZUPUDPP is taken into account, which stipulates that only variants with an environmental report that are positively evaluated (grades A, B, C) are considered in the Study. In this example, the creator of the study had no room for maneuver, in order to give more weight to the protection of the human environment compared to the protection of nature, and he was condemned to choose the remaining one. positively evaluated variants.
ELES' position in favoring the selection of the variant: the northern route "Northern variant" is closer to a larger number of residential buildings than the southern one, and has the advantage of less dependence on weather and other natural disasters and in the bilateral supply of RTP in Kleče by 400 kV lines.
