SUMMARY
Scientific and technological development was most felt in the last decade of the last century and at the beginning of this century in the field of telecommunications and the development of telecommunication systems. The rapid and expansive development of technologies based on the wireless transmission of information introduced a revolution in communication and had a distinct impact in all spheres of civilized life. Bringing people closer together and overcoming civilizational differences-distances was only possible if the information exchange system was upgraded to the level it is now, with a visible impact on all spheres of human life. In the social, social and economic sphere, there is a sharp jump in the exchange of experiences, management and process management with the inevitable presence of communication techniques that could support this.
Multinational companies and developed countries realized the possibilities of "information", which in many cases changed the course of events and influenced the further development of civilization, but... given the speed of technology development (in a couple of dozen years since the first generation of mobile phones and wireless communication devices, devices capable of performing many transmission functions, not only voice but also multimedia, text, auditory and visual messages) were not possible to gain insight and scientifically validate the impact of immission of electromagnetic radiation (EMZ-NJZ) which due to the energy (<12.4 eV) they carry and permanently accumulate in the body.
Such research takes many more years than the advancement of technology has allowed. A large number of initiated researches quickly became obsolete because wireless information transmission technologies developed much faster and there was not enough time to assess the real impact of EMZ-NJZ on the human body and the environment. In addition to these aggravating circumstances, the division of the scientific world is also a limiting factor. The bipolarity of scientists made it difficult to make a constructive decision in this area, because there are two views and approaches to the impact of EMZ-NJZ on the human organism and the environment. These are: THERMAL-PHYSICAL; advocated by supporters of electrotechnical sciences (in the 1960s, engineers and constructors of wireless communication systems, and part of physicists) without taking into account the complexity and biological specifics of the human organism and other living organisms that, together with the environment, make up the environment.
Another approach, much more fundamental, from our point of view and more acceptable, NON-THERMAL-BIOLOGICAL, which takes into account the specificity of species (species) and the unfolding of biological-physiological processes as an influence and change achieved by EMZ-NJZ on complex biological systems. Precisely for the latter, much more research, time, effort and commitment are needed so that real and valuable conclusions can be drawn from it, so that, based on them, adequate preventive PP (precautionary principle) measures can be taken for users of mobile phones and other means of wireless transmission of information on a planetary level.
The complexity of such activities also implies the development of human awareness and the strengthening of activities in the field of information and education (of all structures on the proper and safe use of devices that emit EMF-EMF, for which it is possible to draw a parallel with the use of nuclear energy and the related processes of nuclear fission and fusion in peacetime civilizational energy needs. At the societal, social and economic spheres, there has been no sudden jump in the exchange of experiences, management and conduct of the process with the inevitable presence of communication techniques that are able to support.
